A simple definition of a paran is a latitude line of two celestial bodies at the point they touch. All along the latitude line, these bodies are thus in relationship, as if aspected. By looking at locations within two degrees of a paran to President Trump's natal chart, you see the effect of the location on his presidency. The planets, midheaven, ascendant, descendant, and their house placement and sign demonstrate the paran effect. The closer to zero degrees, the stronger the paran.

If you look at the locations of cities that are within two degrees of a natal planet or point on a natal chart, you will see the effect of these locations on the individual. I am looking at Donald Trump's natal chart and the parans affecting his natal placements to discover a mundane, astrological reason as to why he relates to certain dictators positively and reacts both positively and negatively to other leaders and countries. There are many parans in his natal chart and I am only looking at a few that are very relevant at this point in time. In fact, of the parans discussed below, many involve the same planets so it may seem there is some repetition in the discussion. However, the preponderance of the same planets in different parans and within two degrees of major world cities just reinforces their strength in DJT' s natal chart, and each should be mentioned.
As an aside, in the April 15, 2020, Los Angeles Times, Don Lee wrote of the COVID 19 pandemic and U .S./China relations. He basically stated (I am paraphrasing his words to keep this article more about astrology - this is just background regarding policy vis a vis a placement) that the United States and China moved a big step closer to a new cold war with DJT' s reference to Covid 19 as a "Chinese Virus" and the "Wuhan Virus," and that his trade tariffs which were to punish China have hurt us a great deal economically while many companies are struggling to stay afloat. The tariffs have also "affected the badly needed protective medical gear such as masks, gloves, and goggles, many of which are made in China." If you can pull up the entire article online, it is worth reading and then look at the following parans. The article is entitled "Pandemic Pushes U.S., China Closer to Cold War."
Beijing sits at 39N55 and DJT has a Mars/Node paran at 39N21 suggesting he is combative and wants to show extreme strength at the same time he admires totalitarian regimes. He has a core feeling that it is his place in the world to dominate. He wants to show his strength and fire. He also has a Sun/Chiron paran at 39N54; again, the Sun suggesting he wants power and strength with Chiron suggesting a place in need of healing which is our relationship with China. He has a Saturn/Neptune paran at 40N45. This is even more difficult. He feels the block and obstacles of Saturn as China does not succumb to threats and pressure of his tariff wars. There is deception on both China's and his part. You can see why his statements rule out any logic and literally go around in circles. These parans alone are highly indicative of his actions.
His Venus/Jupiter paran is 25NI8 and Miami sits at 24N47. He feels expansion of wealth and opportunity, and happiness, and love in Miami. He finds a luxurious life here. Yes, golf and making money. Need I say more?
Washington D.C. is at 38N54 and DJT has a Mars/Node paran here as well. He wants to be the leader and feels it is his destiny. He will fight in any way with Martian fire energy to get and keep his presidency.
New York City sits at 40N45. DJT's paran of Saturn/Neptune at 40N39 affects this as well. Again, we have Saturn blockage and frustration along with Neptune of hidden matters, deception or self-deception, as well as intuition. He intuitively knows how to sell himself Let's not forget his money was made in New York and several of his ventures went into bankruptcy which he actually said in an interview was a "business plan." If that is his business plan, he was obviously deceiving investors, contractors, and sub-contractors, etc. With regard to Saturn, a planet of karma, this is not his first rodeo. He is good at his business practices because it is a past life experience. It is his comfort zone. He also felt a lot of frustration in his youth because his older brother was the heir apparent to his father's business and when his older brother died DJT was able to then take his brother's place.
Paris sits at 48N52 and DJT's Pluto/Chiron paran is at 49N2I suggesting power struggle and a place in need of healing. His dealings with President Macron leave the relationship between our two countries in need of healing. DJT wants to reform and somewhat run European Union policies as well as the U.S. policies. There is also a Jupiter/Uranus paran at 49N34., expansion of the chaos when he deals with France.
Tehran sits at 35N40 and DJT's Mars/Uranus paran is at 35NI4. Here, again, is the chaos and combativeness. In May 2018 he withdrew from the nuclear deal with Iran, calling it fiction and Iran's promise a lie, leaving a very shocking, chaotic situation for us and everyone else.
London sits at 5IN30 and three ofDJT's parans are Neptune/Chiron at 5IN39, Uranus/Pluto at 51N45, and Venus/Saturn at 52N28. So once again we have deception or self-deception, intuition and healing. DJT knows what to say to England's leader, they are of like mind in many ways but that does not mean there is not tension. Uranus/Pluto is again chaos and power struggle. DJT wants to be the most important leader and I am not so sure he and Boris Johnson are always simpatico but they both create chaos and seem to feel their way is the only way. Venus/Saturn may help temper relations with England. Saturn may create obstacles for movement (both negative and positive) in relations between the countries and Venus may help lessen negative feelings a bit.
Berlin is 52N30 and DJT has parans of Venus/Saturn at 52N28, Pluto/Node at 52N46, and Moon/Pluto at 53N05. Pluto/Node is power and reformation and with the Node, he has the innate, core feeling he should lead the EU in policy, as well as the US. Venus/Saturn may help here as with London in the previous paragraph. Moon/Pluto is something quite different. DJT will follow his emotions while he tries to control everything and Angels Merkel just won't have it, creating a very strained relationship.
While France, Berlin, and London are always in the news and DJT' s parans show how his reactions are to these countries' leaders is not surprising. However, Ireland is quite a bit more quirky. In the 4/25/20 edition of the Irish Times, Fintan O'Toole wrote, "The world has loved, hated and envied the U.S. and now, for the first time, we pity it. He quotes the American writer George Packer in his description of the U.S. acting like a third world country whose shoddy infrastructure and a dysfunctional government "whose leaders were too corrupt or too stupid to head off mass suffering .... " DJT' s comments on Brexit which may truly hurt the Irish economy were troubling but his idea that there should be a wall between Northern Ireland and Ireland was really disturbing. Dublin sits at 53N23 and DJT's parans are Moon/Pluto 53N05, Pluto/Node 53N44 and Mercury/Mars 54N03. Emotional reactions and control, the desire of complete power being his destiny so he feels a true leader must think the same way and rushing into rhetoric before thinking about it. Yep, same old DJT.
There are a lot of paran relationships with DJT's natal chart and Moscow. This is not surprising since Vladimir Putin is a person he says he greatly admires. I think any leader of Russia would be greatly admired by him as long as he was a totalitarian leader. Moscow is at 55N45. DJT's parans are 55NOO Mars/Node, 55N03 Sun/Pluto, 55N36 Moon/Mars, and 57N44Sun/Mars. There is so much here, I don't know where to begin. Mars/Node, again fighting for the totalitarian leadership he feels is his destiny so he relates to Moscow and the totalitarian regime of Russia. Sun/Pluto - power struggle and Sun fire energy to attain; Moon/Mars, highly emotional fire energy and combativeness, Sun/Mars - all the fire energy in the world and strength, where he feels he will shine. No wonder he relates to the leader of Russia with his parans to Moscow, and tries to implement this type of strength in his presidency.
I have included a bi-wheel of DJI's natal chart and Putin's natal chart. You can see the connections and then couple these connections with the Parans to Moscow. This is a strong relationship and we must remember that Deutsche Bank, where DJT received loans after U.S. banks would not lend him more money, is said to have Russian oligarchs' money. Putin's Uranus is square DJT' s Jupiter in his second house of money and personal values and thus, Uranus chaos and Jupiter expansion affect him both value-wise money-wise. Putin's Uranus is in Cancer and thus relates to DJT's foundational values (his father figure's business values and I have not even touched in any type of bigotry in this article). Also important is Putin's Pluto conjunct DJT's Mars in the twelfth house of hidden conditions and subconscious mind. Putin knows how to manipulate DJT and does so powerfully. If you are interested, the synastry between these charts is pretty revealing.
So many of DJT' s parans that reach major European cities are similar or the same. Parans are not an excuse for action but do help us understand why the relationships between countries vis a vis a country's leader may be helped or harmed.
